Punjab Guv Purohit: State CM’s statement on Contractual employees ‘Factually incorrect’
Bill on regularization of employees was reverted to CMO on Dec 31
State Government needs to reply to 6 queries raised on bill by State Guv’s office
Chandigarh, January 2: Updating the status of the file regarding regularization of the services of contractual employees in Punjab, Governor’s office issued a press statement. It says the information shared with media by Chief Minister Charanjit Singh Channi, on January 1 is “factually incorrect”.
The Governor Shri Banwarilal Purohit’s office informed; the file regarding regularization of the services of contractual employees was reverted to the office of Chief Minister Punjab with six queries which need to be clarified by the State Government. The copy of the queries raised on the said file is attached for information of all concerned. This file was duly received by CMO on December 31, 2021 and the reply to queries is awaited.
“I advise the Chief Minister to give reply to the queries raised on the file” said Purohit and added “Once the reply comes, the bill will be re-examined at Governor’s Secretariat.”
Pertinently, the bill regarding regularization of the services of contractual employees was passed in the State Assembly on November 11, 2021. After a lapse of nearly twenty days, the said file was sent to Punjab Raj Bhawan on December 1, 2021. During the month of December, the Governor was on tour to various districts of the State. The Governor concluded the tour on December 21 and thereafter, on Dec 23, CM Punjab came and met him at Punjab Raj Bhawan. The file was duly studied and reverted with observation/queries to CMO on December 31, 2021.
The Six queries raised by the State Governor’s office include pending Court cases on flouting of reservation rules in 2017 and later, in the appointment of contractual employees and financial allocation for such employees regularization. The bill has to be processed as Money Bill, as it requires an arrangement of Rs 827.87 crores for regularization of 32166 employees with State government departments and Rs 974 crores for regularization of more than 34000 such employees with state boards and corporations.
The proposed bill is silent on ways and means to finance the regularization of outsourced contractual employees, avers the State Governor’s office.
